Tar and chip paving gives a long driveway a hard surface without the smooth black look of hot mix. Liquid asphalt is sprayed over a prepared base. Stone chips are spread across it and rolled in while the asphalt is still wet. What you get is a stone surface locked down tight, with the look of a country road.

Tar and chip is a surface treatment, not a slab of pavement. Georgia DOT calls the same work a bituminous surface treatment. Its Section 424 spec covers applications of bituminous material and aggregate on a previously prepared base or pavement. The base under the stone is what holds the weight.
So the work starts underneath. We grade the drive so water runs off it, fix the soft spots and compact the stone base. Then liquid asphalt is sprayed across the base. Stone chips go down on top of it and get rolled in. Each chip is pressed into the asphalt while it is still wet.
A single surface treatment is one spray of asphalt covered with one layer of stone. A double treatment repeats both steps, with a smaller stone on the second pass. Georgia DOT defines them that way in Section 424. A national review of chip seal practice by the Transportation Research Board found double seals are more robust. They get used where trucks run heavy or the grade is steep.
It fits best on long, low traffic drives. Around Cartersville and Bartow County that means farm lanes between pasture fences and wooded drives set back off the road. Shared drives that serve several houses fit too, and longer ones are often handled as private road paving. For rural owners the draw is plain: no more mud, no more dust. The drive still looks like the country.
The surface reads as stone. The color comes from the chip, and the texture stays rough underfoot. That roughness is part of the design. A chip seal gives a skid resistant surface and keeps water out of the base.
Expect loose stone for the first few weeks. Some chips never bond, and those get swept off. Georgia DOT's spec has the surface swept within the first three hours of the next workday. Traffic is held to 25 mph while the asphalt sets. On a driveway, take it slow at first and go easy on hard turns.
Against gravel, tar and chip is a sealed surface. Gravel keeps moving. It washes down grades in heavy rain and needs regrading and fresh stone. A chip seal binds the stone down, so it stays put and sheds water.
Against hot mix, tar and chip is thinner and carries less. Chip seals are not meant to add structural capacity to what sits under them. That is the finding in the Transportation Research Board review. It is why the base and the drainage decide how the surface holds up. On Georgia red clay, that means grading and a compacted stone base before any asphalt is sprayed.
Upkeep runs on a cycle rather than a tear out. In that review, the best run agencies expected about six years out of a seal. A driveway carries less traffic than a county road, and worn spots can take asphalt repair before a fresh seal. A short drive in town, with daily turning and parking, suits an asphalt driveway in hot mix better.
